The Board will consider amending the ACC Capital Project Ordinance for the Series 2023 bond sale.

The franchise agreement with GFL Environmental (formerly Waste Industries, LLC) is set up for renewal on December 31, 2023. In accordance with North Carolina General Statute that controls franchise agreements, (§ 153A-46. Franchises. No ordinance making a grant, renewal, extension, or amendment of any franchise may be finally adopted until it has been passed at two regular meetings of the board of commissioners. No such grant, renewal, extension, or amendment may be made except by ordinance. (1973, c. 822, s. 1.)) this franchise extension will need to be adopted via ordinance, necessitating two readings of the franchise by the Board of Commissioners. This will be the first reading of the franchise.

Cara Townsend Dohner, Regional Director of Community Relations for Vaya, will be here to provide updates to the Board of Commissioners.

The Board will consider approving the Needs-Based grant applications for roofing projects at Haw River Elementary ($1,910,000 grant funds, $315,000 county match), B. Everette Jordan Elementary ($2,084,625 grant funds, $367,875 county match) and Graham High ($4,975,900 grant funds, $878,000 county match). The grant requires a 15% county match which will be met through current Capital Reserve and Bond Proceeds project allocations.

ABSS is requesting an allocation of $8.5 million: 1. Reinstatement of $3.3 million of PayGo Funds 2. Remaining Mold Remediation Invoices of $5.2 million (requesting County funds)
