Consideration of the appointment of Elizabeth Powell and the reappointment of David Winstead to the Alamance County Senior Services Committee.

Consideration of the reappointment of Keith Miller to the Village of Alamance Planning Board as Extraterritorial Jurisdiction Member.

Consideration of the appointments of Philip Morgan, Susan Jacaruso, and Herman Johnson to the Haw River Planning and Zoning Commission as Extraterritorial Jurisdiction Members.

Requesting consideration of the appointment of Chad Porterfield to the new PTRC Workforce Development as a Representative of the Business Sector.

The Board will consider amending the Health Department's budget to accept $4,000 in funding for management of chronic illness in pregnancy. No local match is required. No out-of-state travel is required.

The Board will consider amending the Health Department's budget to accept $6,000 in additional funding for overdose prevention and response. No local match is required. No out-of-state travel is required.

The board will consider amending the Health Department’s budget to accept $1,643 in additional funding from the Division of Public Health, Epidemiology / Communicable Disease Branch. This is a reimbursement grant with no local match required.

The Board will consider amending the Health Department's budget to accept $98,000 in funding for refugee health services. No local match is required. No out-of-state travel is required.

The Board will consider amending the Social Services Budget to allow the allocation of $420,938.84 to offset county costs for Medicaid claiming to fill the gap created for Medicaid Expansion.

The Board will consider Medicaid Continuous Coverage Unwinding & Medicaid Expansion Preparation for Social Services to allocate one-time lump sum payment of $130,377.68 to prepare for Medicaid Expansion.

Approval to amend the adopted budget ordinance for Environmental Health and Health Clinic fees as approved by the Board of Health.

The references cited in the current Rules of Procedure for the Board are outdated. In this revised version, those references have been refreshed. No other substantive changes have been made.

Request that the Board of Commissioners set a Public Hearing on August 7th, 2023 at 9:30 am to hear a street name appeal. The Road Naming and Addressing Ordinance requires the Board to hold a public hearing prior to the Board of Commissioners' approval.

Nancy “Foxie” Harper will be here to provide an update on the Alamance County Senior Services Committee.

The Board will consider a budget transfer of $130,150 from the Haw River Elementary Masonry project to the EM Holt traffic/driveway project.

This item seeks permission to acquire parcel 157527 on Thom Road in Saxapahaw from Hilltop Holdings NC, LLC. This parcel will be used to provide a buffer around the existing landfill on Austin Quarter Road. Funding will come from the landfill’s enterprise fund.

As part of the County Manager’s Report, there are six policies that have been developed. The Manager is keeping the Board informed of the needs of the organization and soliciting input and feedback from the Board on these policies.

Pursuant to North Carolina General Statute 143-318.11(a)(3), the County Attorney will move that the Board move into Closed Session to consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege between the attorney and the public body. The attorney will advise the Board on ongoing legal matters, including NAACP et al. v. Alamance County et al.
