Consideration of the appointments of Barbara Acosta, Henry Vines, Lisa Wittig & Joseph Yusiewicz to the Board of Equalization & Review.

Consideration of the appointment of Pamela Thompson and Colin Cannell to the new Burlington HOME Consortium as representatives of the county.

The Board will consider amending the General Fund to increase by $12,602 and the Grants Project Fund by $58,694.

Alamance County LEPC, in conjunction with Alamance County Emergency Management, requests funding for a Full-Scale Hazardous Material exercise. The proposed exercise will involve local, regional, and state responders. Additionally , if approved, the exercise will follow HSEEP guidelines and fully meet the Federal HMEP funding requirements. This will be a $15,000.00 grant, no match required.

Board will consider approval of a grant application for $35,000.00 for Emergency Management Performance Grant (EMPG) Program Supplement monies. This will require an additional application process in addition to the annual EMPG application. This is a matching grant program to be used for Emergency Management programs only. The grant requires a match that will be met by using current Emergency Management salary funds. No additional funding will be required.

Consideration of three (3) applicants to fill two (2) vacant Alternate Member positions on the Alamance County Board of Adjustment. The applicants include Anthony Pierce, Rena Williams, and William Poe.

Request approval to transfer $294,639.35 from the Schools Capital Project Fund to the Schools Capital Reserve Fund due to completed projects. These funds will be available for future projects.

Greg Hook, Chief Operations Officer, will present for Board consideration the following bond funded transfer requests: 1. Request to transfer $30,000 from Southeast High to Eastern High complete a section of security wall that was left out of the design of the project four years ago. 2. Request to transfer $39,945.10 (2018 School Bond projects) from Southeast High to Haw River Elementary and $255,767.54 (2024 School Bonds) from Western Middle to Haw River Elementary for the purpose of roofing the gym and supporting canopies. Mr. Hook will also make the following project expansion request to use $75,000 in existing budgeted bond funds at Graham High to complete a section of security wall that was left out of the design of the project four years ago. All CTE classes are outside of the security wall and do not have access to a restroom.

The board will hear a presentation on opioid settlement fund updates and be provided funding recommendations for FY25/26. In addition to the presentation and in accordance with the North Carolina Opioid Settlement MOA, representatives from Alamance County’s cities and towns were invited to attend, speak, and provide input at the conclusion of the presentation.

The Board will consider uncommitting $277,970 from committed pandemic response fund balance. This will restore unassigned fund balance to 20% per Fiscal Policy guidelines.
