Meriwether Lewis will represent Alamance County as this year’s 4-H Youth Voice Delegate at the 2024 North Carolina Association of County Commissioners (NCACC) Annual Conference. YouthVoice will be reconvening for its 13th iteration at the 117th annual conference.

Items listed under Consent are generally of a routine nature. The Board may take action to approve/disapprove all items in a single vote. Any item may be withheld from a general action, to be discussed and voted upon separately at the discretion of the Board.

Budget and Management Services recommends the Board approve and amend the General Fund to decrease by $2,831.00 and the Grants Project Fund to increase by $300,000.00.

Review the Resolution authorizing execution of the Kroger Opioid Settlement and approving the Second Supplemental Agreement for Additional Funds (“SAAF-2”).

Request approval for the attached contract that provides courtroom supervision and security within IV-D court (Child Support) and for service of legal process. The contract has been reviewed by the Alamance County Sheriff’s Department and the Alamance County Legal Department.

Finance recommends the Board approve and amend the Schools Capital Project Fund to increase by $19,515,388.83 as a result of the 2024 General Obligation Bond Sale and reallocate funding from the Pleasant Grove, Williams High and Southeast High 2021 Bond projects to Smith Elementary for HVAC needs.

The board will hear a presentation on opioid settlement fund updates and results for the requests for application (RFA). The board will consider a request to approve budget resolution in the amount of $45,013.77 Collaborative Strategic Planning, $599,999.00 Evidence-based Addiction Treatment, $400,295.80 Recovery Support Services, $119,899.20 Early Intervention, $137,654.50 Reentry Programs for a total funding amount of $1,302,862.27.

The Parks and Recreation Department wishes to amend their current Enabling Ordinance to allow for the serving and consumption of alcohol in the County parks during special events.

The Tax Administrator would like to inform the Board of the pending expiration of the revaluation services contract with Vincent Valuations LLC. Vincent has done excellent work for the County and is willing to offer a discount for our repeat business based on familiarity with the County. The Tax Administrator recommends renewing with Vincent for the 2027 revaluation.

Commissioners will consider the Sheriff’s Office’s Hiring Bonus Proposal to aid in recruiting viable detention and law enforcement candidate.
